If the export still doesn't work: any chance you could split up the file into multiple assets? Have a main .swf that loads in individual parts of the Internet externally? I know it can be done, though as for how to sort out a hosting situation; how reliable that'd be; how to split everything in the first place if that file is just not possible to save at all...
Maybe another possibility anywho.

as for the multiple .swfs thing - i'll look into it. don't really know how that works, never attempted it or even read up on it
